Yes, on O`ahu, you must have a permit from the City and County of Honolulu in order to offer rentals for periods less than 30 days. Unfortunately, the City and County of Honolulu stopped issuing these permits in 1989 and has no mechanism to issue those permits and no plans to create a process. That's why the NUC report is so short.
